Start with the repository AGENTS.md. It defines package boundaries, safety invariants, required validation, and the definition of done.

Reading order

  1. Contributing and quality gates maps changes to packages, repository workflows, and validation commands.
  2. Mission authoring explains declarative content, observable outcomes, catalog integrity, and compatibility.
  3. Profiles and compatibility covers durable progress, atomic storage, migrations, and sensitive identifiers.

Implementation context remains available in Architecture and Sandbox and safety. Code and tests remain authoritative.
